Note: Requirements are qualified with as far as reasonably practicable. 1. Under the regulations Work at Height means work in any place where a person could fall a distance liable to cause personal injury and includes access to such a place. The previous height of 2m over which special precautions had to be taken no longer applies and work at any height must now be assessed under the regulations. 2. Work at height must be properly planned and appropriately supervised and carried out safely. 3. Work at height should not be carried out in weather conditions which jeopardise the health or safety of persons involved. 4. All persons involved in organising, planning, supervising or carrying out the work must be competent. This will inevitably involve training or instruction for those involved. 5. Work should not be carried out at height where it is reasonably practicable to carry out the work in some other way ie work at height should be avoided. 6. Employers must take suitable and sufficient measures to prevent any person falling a distance liable to cause personal injury. A hierarchy of measures are given to reduce the risk of injury namely: (a) avoid working at height; (b) prevent falls; (c) mitigate the consequences of falls; (d) give collective control measures priority. 7. Where work is carried out at height, the place must comply with certain safety criteria and suitable work equipment must be used to prevent a fall occurring, or minimising the consequences of a fall. Ladders should not be used as a place of work except for work of low risk and short duration. 8. In selecting equipment, collective protection measures should be given priority over personal protection measures. 9. Specific requirements for particular work equipment such as hand rails (minimum height now 950 mm), work platforms, scaffolding and ladders are detailed along with certain directions on their use. 10. Work on or near fragile surfaces should be avoided. 11. Suitable and sufficient steps must be taken to prevent injury from falling objects or material. 12. The Regulations specify requirements for the inspection and examination of certain work equipment such as scaffolding and ladders (see Schedules 2 7 of the regulations). These requirements repeat the existing provisions in other health and safety regulations. 13. Every place of work at height should be inspected and checked every time before it is used. 14. Employees have a duty to report defects. 15. Equipment must be used by employees in accordance with any instructions and training which they have received.
