Fire alarm evacuation duties. Routine Fire Safety Checks The Fire Warden routine fire safety checks are as follows: Monitor escape routes (corridors / stairwells) to ensure that they are kept clear of obstructions and combustible materials. Weekly check that final exit doors to fresh air open easily, without the use of a key and are kept clear of obstructions, i.e. bins or parked cars. Monthly check that extinguishers are where they should be and no obvious misuse or defect has occurred. Weekly check fire alarm system by activating a different manual call point to ensure that the alarm can be heard in all areas of premises. Record all checks on the Fire Safety Management System. This may seem like a lot of extra work but in reality it can be done as part of the normal routine just by being a little more observant, any problems / defects should be reported to the Building Liaison Officer or line management. The Premises Fire Officer fire safety checks are as follows: Arrange and complete an annual fire evacuation drill. Update Premises Evacuation Control Checklist (Appendix 1). Record all checks on the Fire Safety Management System. In smaller premises the Premises Fire Officer may also complete all the tasks detailed in 2.1. 3.0 Fire Evacuation Duties 3.1 The Fire Warden fire evacuation duties are as follows: Put on the yellow high-visibility waistcoat. Check their allocated area including toilets and disabled refuges using the sweep system (see 3.2), while encouraging people to leave via the nearest available exit. Report to the Evacuation Controller (EC) and provide relevant information. Once outside assist the EC with crowd control, direct people towards the assembly point or prevent unauthorised building re-entry. Take part in any post-alarm de-briefing to identify any shortcomings in the evacuation procedures. 3.2 Evacuation Procedure The Sweep evacuation system is a simple means for arranging that all parts of a building are checked to ensure that occupants leave promptly in the event of an emergency. Normally the evacuation team will consist of an EC and as many Fire Wardens as necessary, larger buildings may require a number of Evacuation Officers who would collate information from Fire Wardens before passing it on to the EC; this leaves Fire Wardens free for other duties and avoids the EC being overwhelmed by too much information arriving at once. Each Warden is given a designated area of the building to check, this may be a whole floor or in larger buildings, part of a floor. Where there are centrally bookable teaching facilities; it is the lecturers responsibility to ensure the safe evacuation of their students, although Fire Wardens should still check these rooms if they are passing by. When the fire alarm sounds the Fire Wardens should immediately start to check their designated areas, ensuring that everyone in the area is responding to the alarm and leaving promptly by the nearest available exit. A Fire Warden must never put themselves in danger and if they come across fire and/or smoke during their sweep they should turn around and evacuate immediately in the opposite direction. They should report to the EC at the assembly point or just outside the building, to advise if their area is clear or not clear (if someone refused or is unable to evacuate) and any additional relevant information such location of people still in the building, location of fire / smoke or specific hazards. The EC will record this information on their Premises Evacuation Control Checklist and this will be used to provide a useful briefing for the Emergency Services on their arrival. 3.3 The Evacuation Controllers duties are as follows: Update Premises Evacuation Control Checklist (Appendix 1). On activation of a fire alarm signal: Put on high visibility waistcoat and collect the Premises Evacuation Control Checklist (Appendix 2). Go directly to the pre-determined assembly point. Gather and record information from Fire Wardens using the Premises Evacuation Control Checklist (Appendix 2). Redeploy Fire Wardens to crowd control, i.e. prevent building re-entry. Supervise the evacuees to ensure their safety. Brief the emergency services on their arrival. If necessary, make arrangements for sheltering evacuees. Evacuation FAQs 4.1 What if there are not enough people to act as Fire Wardens? The University is required to take all reasonable measures to ensure the safe evacuation of buildings. Therefore, if there are too few people to act as Fire Wardens it is imperative that building occupants are given basic fire safety training and know what to do when the fire alarm sounds. Failure to act correctly when a fire alarm sounds could have serious, possibly life-threatening consequences if there is a real fire. Where only a few people can act as Fire Wardens, they should ensure other occupants are aware of their own responsibilities. Effectively, everyone in the building then acts as an unofficial fire warden and looks out for everyone else. 4.2 What happens if I am not in their area when the alarm sounds? If a Fire Warden is out of their area when the alarm sounds they must not return to it, just report to the EC to advise that they have not been able to check it. This is less of a problem when all occupants know what to do and act appropriately. The EC will record this and, if the NIFRS is called, pass that information to the senior officer. 4.3 Will I be held accountable if I cant check my area? If theres a valid reason for not checking your area theres no fault on your part; its not reasonable to expect Fire Wardens to be present in their area all the time. 4.4 What if someone refuses to leave? Dont argue with them, just leave and report this to the EC; its every individuals duty to leave promptly, if they choose not to then responsibility rests with them. 4.5 How do I help people with disabilities? All disabled refuge areas will have a two-way emergency communication system. If a fire warden comes across a disabled person at a refuge area they should assure them that their location will be reported and to wait in the safe area while the fire alarm activation is being investigated. There may not be a need to physically evacuate a disabled person as this may be an uncomfortable and undignified experience for what could be a false alarm activation. 4.6 What about toilets? Just open the door and shout Anyone there? if theres an answer tell them its a fire alarm and to leave straight away. Appendix 1.
